At some point of the mission, after restoring power, enemy ship will uncloak. Since You are on damaged ship and you are only able to choose to power up one ship's system:
Transporter, Weapons or Shields (Weapon system is jammed).
If You power up shields (as Spock suggests) game becomes uncompleteable.
In order to complete game you must fix the weapon system, by sending Your ensign to weapons with the transporter.
Theransporter can be powered up by fusionpack, which you acquire beforehand - but until you power up Weapons and try to launch, Kirk won't learn that Weapon system is broken and Spock won't suggest fixing it at transporter's room.
If you power up shields, you are unable to power up other systems, because Spock will advise you not to (To prevent enemies boarding your ship).
